TakeCare: DOA Agrees to Cancel GovGuam Health Insurance ...

Guam - Already suspended, the procurement of a new health insurance contract for GovGuam employees has now been cancelled.

In an email response to PNC News, Department of Administration Director Benita Manglona confirmed that the Request For Proposals [RFP] has been scrapped and a new RFP will be issued, but she could not say when.

"We are canceling the RFP," said Manglona, "and we will be reissuing it again, but not until we make some changes."

Manglona said DOA will be working with a consultant and with the Attorney General on the issuance of a new RFP.

Sunday, TakeCare Insurance issued a release declaring they had won the procurement protest they filed over the process.

TakeCare said that on Friday DOA "agreed with TakeCare that its protest had merit and conceded that errors were made in the procurement process."

4 health insurance providers are bidding for a piece of the $71 million dollar contract to provide coverage to GovGuam's roughly 12-thousand employees and retirees. They are TakeCare, SelectCare, Netcare and Staywell.

3 of them have filed protests, TakeCare, SelectCare and Staywell.

TakeCare was the first to file a protest on August 8th, after its invitation to negotiate was cancelled. Calvo's Selectcare filed its own protest soon after claiming that the offers from 2 insurance providers, [TakeCare and Staywell]? were deemed "non-responsive" yet,? SelectCare claimed,? the 2 were allowed to "unlawfully modify their proposals ...after the RFP submission deadline had already passed."

Staywell then filed its protest in order to preserve its position in light of the protests and disclosures already made by the 2 other health insurers.

Today's [Sunday's] release from TakeCare quotes COO Jeff Larsen as thanking the "GovGuam Negotiating Team for doing the right thing" by cancelling the procurement.

And Larsen also states "we look forward to participating in the procurement process along with other health insurance companies in a fair manner ...??GovGuam employees deserve options and choice in their health care. The only way to provide those options is for GovGuam employees to be allowed to select among various health insurance companies to provide them care. At this point, TakeCare hopes that DOA will not delay and will promptly issue another RFP for the insurance contract for GovGuam employees.?

The current GovGuam Health insurance plan is provided by Calvo's SelectCare. It expires at the end of this month, September 30th.? A new contract is not expected to be ready and signed by the expiration date.

However DOA Director Benita Manglona has already told PNC news that the current SelectCare plan will remain in effect until a new contract has been negotiated with whomever wins the bid.
