DURBAN, SOUTH AFRICA (2 December 2011)Bamboo, a plant not often associated with Africa, may be the key to combating soil degradation and massive deforestation on the continent as an alternative source of energy.
A partnership among African nations and communities, the International Network for Bamboo and Rattan (INBAR) and China are working to substitute bamboo charcoal and firewood for forest wood on which 80 percent of the rural population in sub-Saharan Africa depends for its fuel needs.
Initial successes with bamboo charcoal in Ethiopia and Ghana, which have put bamboo biomass at the center of renewable energy policies, are spurring interest in countries across the continent and prompting calls for greater investment in bamboo-based charcoal production as a 'green biofuel' that can fight deforestation and mitigate climate change.
"Bamboo, the perfect biomass grass, grows naturally across Africa and presents a viable, cleaner and sustainable alternative to wood fuel," said Dr. J. Coosje Hoogendoorn, Director General of INBAR at a side event at UNFCCC COP17 in Durban today. "Without such an alternative, wood charcoal will remain the primary household energy source for decades to comewith disastrous consequences."
Burning wood also has a significant impact on the climate. Scientists predict that the burning of wood fuel by African households will release the equivalent of 6.7 billion tonnes of greenhouse gasses into the atmosphere by 2050, resulting in further climate change through clearing of tropical forests.
In terms of health, the burning of fuel wood claims the lives of an estimated 2 million people every yearmostly women and childrenwho inhale the smoke. Continued widespread indoor use of forest wood charcoal as a household fuel could cause 10 million premature deaths by 2030.
INBAR's Bamboo as Sustainable Biomass Energy initiative is the first to transfer bamboo charcoal technologies from China to sub-Saharan Africa to produce sustainable 'green biofuels' using locally available bamboo resources. Driven by growing concerns about energy, health and food security, and climate change, the initiative is funded by the European Union (EU) and the Common Fund for Commodities (CFC).
Saving Forests, Mitigating Climate Change
It takes seven to ten tons of raw wood to produce one ton of wood
charcoal, making wood fuel collection an important driver of
deforestation on a continent of nearly one billion people who have few
alternative fuel sources.
"Ensuring food security in a changing climate is one of the major
challenges of our era. It is well known that the destruction of forests
has negative repercussions on livelihoods and sustainable agriculture as
it feeds into a cycle of climate change, drought and poverty," said Dr.
Patrick Verkooijen, Head Agriculture and Climate Change of the World
Bank. "Feeding people in decades to come will require ingenuity and
innovation to produce more food on less land in more sustainable ways".
Indeed, scientists believe that deforestation across the Horn of Africa
has contributed to pervasive drought in the region. Years of
tree-clearing, particularly in hard-hit Somalia, have eliminated fragile
forests that stood as the last line of defense against the conversion of
sparsely forested dry lands and pastures into useless desert, according
to researchers from the Consultative Group on International Agricultural
Research (CGIAR).
The International Energy Agency (IEA) predicts that if business
continues as usual, by 2030 biomass energy in sub-Saharan Africa will
still account for about three-quarters of total residential energy,
underscoring the urgency of coming up with a sustainable alternative
biomass to replace wood.
Sub-Saharan Africa has over 2.75 million hectares of bamboo forest,
equivalent to roughly 4 percent of the continent's total forest cover.
"Rural communities need access to sustainable approaches that will keep
trees in the ground and the environment safe," said Professor Karanja M.
Njoroge, Executive Director, Green Belt Movement. "Bamboo grows
naturally across Africa's diverse landscapes, but unlike trees, it
regrows after harvest and lends itself very well for energy plantations
on degraded lands. We should put it to good use to provide clean energy
for the continent."
"With further investment and policy reform, community kiln technologies
could be up-scaled to reach thousands of communities in Ethiopia," said
Melaku Tadesse, National Coordinator for Climate Change Unit at
Ethiopia's Ministry of Agriculture. A number of African countries are
pressing for development of their own bamboo charcoal industries to
provide sustainable, affordable energy for growing populations.
Harnessing the Perfect Biomass Grass
Bamboo is one of the fastest-growing plants on the planet and produces large amounts of biomass, making it an ideal energy source. Tropical bamboos can be harvested after just three years, rather than the two to six decades needed to generate a timber forest.
The entire bamboo plant, including the stem, branch and its rhizome, can be used to produce charcoal, making it highly resource-efficient, with limited wastage. Its high heating value also makes it an efficient fuel.
Charcoal is made through the controlled burning of bamboo in kilns, whether traditional, metal, or brick. The technology is being adapted to produce larger quantities of charcoal to serve a larger number of rural and urban communities as well as to produce bamboo charcoal briquettes that are ideal for cooking because they burn longer and produce less smoke and air pollution than 'natural' charcoal.
China is a global leader in the production and use of bamboo charcoal. The sector is worth an estimated 1 USD billion a year and employs over 60,000 people in more than 1,000 businesses. Chinese partners, including the Nanjing Forestry University and WENZHAO Bamboo Charcoal Co., are helping to adapt equipment like brick kilns, grinders and briquette machines, and hand tools, for bamboo charcoal and briquette production using local materials. Building on this momentum, the INBAR initiative is now transferring Chinas advanced bamboo charcoal technologies to sub-Saharan Africa.
In addition to charcoal, bamboo offers many new opportunities for income generation. It can be processed into a vast range of wood products, from floorboards to furniture and from charcoal to edible shoots. The world bamboo export was estimated at 1.6 USD billion in 2009, a decline of about 659 USD million from 2.2 USD billion 2008.

Welcome to the big leagues. The Asus eee Pad Transformer Prime feels like the first laptop-class Android tablet, with its quad-core 1.4Ghz processor, clever add-on keyboard dock, and its support for USB storage and console gamepads. This is easily the most impressive Android tablet ever. But with such startling specs, it's outstripping the weak app selection available for Google's Android Honeycomb OS. Although there are a few standout apps for the platform, the lack of a thriving Android tablet app community makes the Transformer Prime a less sure choice than it should be.
Physical Description and Battery Life The Asus eee Pad Transformer Prime ($499 for 32GB, $599 for 64GB) is a very long, narrow tablet at 10.4 by 7.1 by .3 inches and 20.6 ounces, but it's very slim at .3 inches. It comes in silver and purple. There's a power/dock connector on the bottom, a MicroUSB slot and MicroSD card slot on the left, a standard 3.5-mm headset jack on the right and a somewhat annoyingly recessed power button on top. The tablet connects to the Internet using Wi-Fi 802.11 b/g/n, and it also has Bluetooth.
Turn the tablet on to experience a slightly altered version of Google Android Honeycomb 3.2, with some custom widgets, slightly altered icons, and some exciting new settings when you tap on the lower left corner of the screen. One of the settings boosts the sharp 1280-by-800 IPS LCD screen into an extra-bright 600 nit mode, which takes the screen from slightly dimmer than the Apple iPad 2's ($499, 4.5 stars) to somewhat brighter, albeit at the cost of battery life.
But why are you buying this without the $149 keyboard dock? The dock turns the Prime into a netbook, adding a six-row keyboard whose keys are? 94% as wide as standard laptop keys, and a trackpad below that. The keyboard's top row is all function keys, and there's a separate menu button; many Android features are mapped to keys so you won't always need to touch the screen, although you'll still have to reach forward for things like scrolling Web pages. The keys are comfortable to type on, but the trackpad button is extremely stiff.
Almost as importantly as the keyboard, the dock adds an extra battery and a full-sized USB port so you can plug in flash drives, hard drives or gaming controllers.
Tegra 3's added power doesn't mean shorter battery life. It should mean longer battery life in many cases. In our standard test - screen brightness turned to max, processor speed at normal, playing a video file until the tablet fails - we got a very respectable 7 hours 38 minutes of playback, almost exactly the life of the iPad 2.
With screen brightness at 50 percent and the power profile set to "balanced," Asus and Nvidia say they got about 10 hours of video playback. Plugging in the dock, which adds its extra battery, adds another 5-6 hours of life. This is truly an all-day device.
Performance
This is the fastest, most powerful tablet we've ever tested - and yes, that includes the iPad 2. The secret ingredient is Nvidia's five-core Tegra 3 chipset, including four cores which work together at up to 1.4Ghz each and a "companion core" which runs alone and sips power during more idle moments.
You won't see the blinding speed when you're poking around the main UI or some of Google's apps, as they're occasionally nonresponsive, although screen transitions are a bit more fluid than on other Android tablets. But in an app that's programmed well for this tablet (or in our benchmarks) the power comes out.
The Prime has three "performance modes" that you can set in the status bar. Power saving mode caps the processor cores at between 600Mhz and 1Ghz depending on usage, caps video frame rates at 35 fps and lowers the screen brightness, all to save power. Balanced mode caps the quad-core processor at 1.2Ghz per core. Normal mode goes all out.
In Normal mode, the Prime scored a breathtaking 10,619 on the Antutu system benchmark, roughly doubling the score of even fast devices like the HTC Jetstream ($549, 3 stars), with its 1.5Ghz dual-core Qualcomm processor. Much faster RAM and CPU scores made the difference; the tablet was on par with other recent devices for database access and SD I/O. The processor had less effect on Sunspider and Browsermark browsing benchmarks, although the scores of 17ms at Sunspider and 98324 at Browsermark were among the best we've seen on a tablet. Switching the modes down to Balanced, and then Power Saving had the expected effect - first I lost about 10% of the speed, and then half.
This is a spectacular tablet for gaming. The boat game Riptide GP has more realistic water effects than on the iPad; I also played Zen Pinball and Big Top THD, both with rich, gorgeous, well-lit graphics. Adding the dock lets you plug in real gaming controllers, although it also forces you to play in landscape mode. Playing Riptide with a PlayStation 3 SixAxis controller was the best time I have had playing a game on a mobile device, ever. It's much more responsive than tilting the screen. Zen Pinball is also much more playable with real buttons, though I would have liked to be able to play it in portrait mode. (Asus says the tablet also supports some Bluetooth controllers; I just don't have any.) Touch screens just aren't the natural interface for many games. A good joystick can make all the difference.
Adobe's new PS Touch - an Android version of Photoshop - is another great example (and a potential killer app.) PS Touch lets you do very powerful, complex, multilayered transformations on images. Combine it with Autodesk's Sketchbook Pro, and you have a terrific tablet for artists. The quad-core processor greatly speeds up PS Touch: a filter that makes a photo look like an acrylic painting took 1.4 seconds as opposed to 5.3 on the dual-core Samsung Galaxy Tab 10.1.
I ran into some bugs. The Market app stalled out a lot. The Browsermark benchmark sometimes crashed the browser. Occasionally while typing in office suites, the cursor jumped around for no apparent reason. If you plug a USB stick into the dock too quickly after docking the tablet, the tablet won't recognize any USB memory until a cold boot. Scrubbing through a 7.46GB MKV video file made the video player quit at one point; a reboot solved that, too. ?
There's only one perplexing sore point: it takes at least twice as long to cold boot this tablet as with any other tablet I've tested. The Prime takes about a minute to boot; the Samsung Galaxy Tab 10.1 ($499, 3.5 stars) and Apple iPad 2 take half that time.
Apps, Such As They Are
This is the first tablet review I've actually written on the tablet. That says a lot, but it doesn't say enough.
The Transformer Prime runs Google Android 3.2, just like most other tablets nowadays. An upgrade to Android 4.0 "Ice Cream Sandwich" is coming soon, Asus pledges. It comes with all the usual Google apps, plus some custom widgets and 8GB of cloud storage from Asus.
The problem is, as always, finding apps that take advantage of the Prime's hardware is much, much harder than it should be. The vast majority of the apps in Google's and Amazon's app stores are designed to work well on small, cheap smartphones, not to show off what a quad-core tablet can do. Google steadfastly refuses to force developers to include the "Max API" flag, an existing tag which could segregate the low-power, low-res phone apps away from tablet users. Nvidia has improved the situation a bit with its Tegra Zone, a free alternative app store which spotlights games designed for its Tegra 2 and 3 devices.
I covered gaming and art apps above. For office work, you have the choice of a few office suites; I tried DocumentsToGo and OfficeSuite Pro. They're functional but quite basic. The keyboard dock works with them to enable popular keyboard shortcuts, though, so you can shift-select and then hit control-X to cut text, for instance. And you'll have to post your document online; as with all Android devices, there's no built-in support for printers.
The Android interface also doesn't have a quick way to easily flip between several windows. You can say the same about iOS, of course. But I have the Prime next to my Windows 7 netbook right now, and I'm missing the fluidity of being able to have two windows on a screen or to flip between tabs of things without poking the multitasking button at the bottom of the Android interface. The Prime's hardware can do a lot of things at once, but the software doesn't spotlight that.
NEW YORK (AP) ? Health officials in the nation's largest city are recommending that any residents living with HIV be offered AIDS drugs as soon as the virus is diagnosed, an aggressive move that has been shown to prolong life and stem the spread of the disease.
Standard practice has been to have patients put off the expensive pill regimen ? which can cost up to $15,000 a year in the United States ? until the immune system weakens.
But New York City Health Commissioner Thomas Farley said recent studies have shown that the benefits of early treatment, combined with education and testing, appear to be a promising strategy for countering the epidemic.
"I'm more optimistic now than I've ever been about this epidemic that we can drive our new rates down to zero or close to it ? eventually. I don't know how soon. But I'm very optimistic of the direction that it's going to take the epidemic to," Farley said Wednesday.
More than 110,000 people in New York City are infected with HIV, more than in any other U.S. city and about 75 percent of all cases in the state. San Francisco, which had more than 18,000 people living with HIV, is believed to be the only other major city to have made a similar recommendation, in 2010.
City health officials said the new recommendation could initially help about 3,000 people get on medications. About 66,000 New Yorkers living with HIV that the Health Department tracks are being effectively treated with AIDS drugs, they said. But they said it was difficult to estimate how many people would eventually need the medications.
Some doctors agree with the Department of Health that it is time to update the guidelines for initiating AIDS drug treatment.
"The New York City health department is a little bit ahead of the curve. In my opinion, the rest of the country will follow, and I think it will be pretty quick," said Dr. Michael Saag of the University of Alabama at Birmingham and past chairman of the HIV Medicine Association.
The standard measure of the CD4 count ? a way to measure the strength of the immune system ? is an outdated trigger for therapy, a relic from research on early antiretroviral drugs, Saag said.
"It's an anachronism. It's old school. It's yesterday," Saag said. "I agree completely with the New York City health department."
Dr. Joel Gallant of Johns Hopkins University School of Medicine and vice chair of the HIV Medicine Association also agrees with the New York recommendation for offering early treatment. He recommends early treatment for his own patients.
"Nobody I know who is an HIV expert feels that it's a bad idea to treat HIV at high CD4 counts from a medical or scientific standpoint," Gallant said. "If there are objections, they'd usually be based on cost or feasibility."
Saag said the cost questions are very important because brand-name drugs can retail for $1,200 to $1,600 per month.
"For sure, they're very expensive drugs and we should be careful about that," he said, though he added that the medications are going generic so costs should come down.
City health officials said they anticipated that the cost for expanding the use of AIDS drugs would be covered by private insurance or by the AIDS Drug Assistance Program, a $270 million program for the uninsured or underinsured that is partially funded through federal dollars. The health officials said they expect the benefits over the long term would far outweigh the initial costs because there would be fewer hospitalizations and new HIV cases.
"There will be some increasing costs over the short term," Farley said. "But over the long term, it's absolutely the right thing for the epidemic."
HIV experts are split about whether early therapy should be recommended or optional. Besides the high costs, the pills have side effects from nausea to liver damage. Patients unwilling to take them religiously for life could develop drug resistance.
A panel that recently updated U.S. guidelines was divided evenly, with half favoring starting therapy early for everyone and half regarding an early start as elective.
But there's growing evidence that untreated HIV can lead to cancers and heart disease. What's more, antiretroviral drugs are safer, have fewer side effects and work better than they did in the past. New research also indicates that people live better, healthier lives and their sex partners are less likely to get infected.
The new research cited by the city's Health Department in making its recommendations includes a nine-nation study whose preliminary results were announced earlier this year and showed that earlier treatment meant patients were 96 percent less likely to spread the virus to their uninfected partners.
Dr. Moupali Das, the director of research at the San Francisco Department of Health HIV Prevention Section, said its surveillance data indicated that physicians were treating their HIV patients early even before the city recommended doing so. She said the average amount of time from diagnosis to having no virus in the blood went from 32 months in 2004 to eight months in 2008.
"That reflects that the newer medications are more potent and efficacious, and the doctors were likely initiating them earlier," she said.
She said they are currently analyzing what has happened since the recommendations went into effect. But, anecdotally, she said that there has been a change among patients seeking treatment. "It's changed the dialogue and empowered our patient population," she said.
Public health experts predict the guidelines for starting AIDS drugs treatment will shift toward a clear recommendation for early treatment.
But New York City's health commissioner said officials there could not wait to respond.
"What we're doing here is we're making a really clear and unequivocal statement that we think this is good for the health of the patient, good for the health of the entire population, good for the response to the epidemic," Farley said.

TRENTON, N.J. (AP) ? New Jersey prosecutors say they will move quickly to extradite a man suspected of killing his 2-year-old daughter by tossing her into a creek while she was still strapped in her car seat.
Twenty-seven-year-old Arthur Morgan III was captured without incident late Tuesday afternoon at a home in San Diego, Calif. The arrest came one week after he allegedly killed Tierra Morgan-Glover during a court-approved visit and then fled the state.
Morgan, who could not be reached for comment, had been the subject of a nationwide manhunt and had been featured on the website of "America's Most Wanted." He was being held early Wednesday in California, and it was not yet known when an extradition hearing would be scheduled.
The girl's mother, Imani Benton, called police after Morgan failed to return the child on Nov. 21. She had spent several hours speaking with investigators on Tuesday and learned of Morgan's arrest when she arrived at a friend's home Tuesday night and heard people cheering.
"Everybody was outside yelling and screaming ? they were like, 'They got him. They got him,'" Benton told the Asbury Park Press of Neptune. "I couldn't get out of the car. I just had to sit and let the tears fall for a minute."
Benton said she was hoping that justice would be served.
"I hope that my story and my situation can prevent another mother going through what I have to go through," Benton said. "It doesn't matter what a person does in the streets, you never know what they are going through behind closed doors."
Steve Jurman, supervising deputy at the U.S. Marshals Service office in San Diego, said Morgan was captured around 4:30 p.m. PST.
Jurman said his office got a tip from New Jersey authorities that Morgan might be at the home, and surveillance was conducted there for most of the day. Morgan was then spotted on the home's back porch and, after a brief period where it appeared he might try to flee, Morgan was taken into custody.
Monmouth County prosecutor Peter E. Warshaw Jr. praised the efforts of the U.S. Marshals Service and other law enforcement authorities that were involved in the search for Morgan, who is charged with Tierra's murder and also faces charges of child endangerment and interfering with custody in neighboring Ocean County.
Tierra's body was found partially submerged in a creek near a roadway overpass in Shark River Park in Wall Township, N.J., about 20 miles north of her Lakehurst home. Her cause of death was listed as "homicidal violence, including submersion in water."
At least 13 law enforcement agencies in and around New Jersey participated in the search for Morgan, covering airports, train stations, bus depots, and highway bridges and tunnels. He had an apartment in Eatontown, but had been staying on and off with a friend in Ocean Township, adjacent to Asbury Park.
An obituary prepared by the church at which her funeral was held gave the child's full name as Tierra La'Shae Camaya Morgan-Glover, "a bright-eyed little girl with a warm smile." Clergy there said Tierra quickly became known as "the church baby" because her radiant smile and warm personality were so noticeable to anyone who attended services there.
They said she enjoyed singing, loved mathematics, and was a quick learner.

Given that only a handful of players have been suspended for on-field conduct during the tenure of Commissioner Roger Goodell, not much attention has been paid to the league?s procedures for such situations.
The Ndamukong Suh case will change that, and the situation demonstrates very real differences between the process for appealing suspensions for on-field actions and suspensions for violation of the league?s steroids, substance abuse, and personal conduct policies.
For example, the league is willing to expedite the appeal of Suh?s suspension, which presumably applies to all other suspensions for on-field behavior.? For off-field infractions, the appeal process often takes months.? That?s good for the players, to the extent that the players want to get the situation resolved sooner rather than later.
But here?s where it?s not so good for the players.? NFL spokesman Greg Aiello tells PFT that, while his appeal is pending, Suh can?t practice with the team.
That?s the opposite of the protocol that applies when players appeal suspensions for steroids, drugs, or personal conduct.? Under those policies, the player remains eligible to practice and play until the appeal is resolved.
And it?s objectively unfair to keep the player away from his team pending the outcome of the appeal.? What if Art Shell decides on Friday afternoon that Suh shouldn?t be suspended at all?? Suh will be less prepared for Sunday night?s game against the Saints than he otherwise would have been, because Suh will be banned from practice.
It?s a loophole that needs to be addressed, and that arguably should have been addressed within the context of the new CBA.
